I don't know japanese, but based on how he acted and the context of it all, I think he said something along the lines of, "Hey don't get mad, I didn't mean anything by it!"

Again, not precise, but I beleive it was somewhere along those lines.

he just didnt want to tell jiraiya
but then again i dont know japanese so i could be wrong
