well actually ice doesnt put fire out. try gettin a match and put it next to the ice. which puts what out..fire melts the ice before the ice can even do anything. the only way ice can put fire out is by smothering the oxygen around the fire or by freezing the object aflame at an extremely fast pace and extremely low temperature. like 0 kelvin aka Absolute Zero). the ice would need to already be on the object before it can be on fire so it wont catch on fire. water is what has the advantage over fire.

well,you can never know wut the mangaka could do >.< cuz i mean really its a manga..manga should be exaggerating like in pokemon where they frikin mixed Flamethrower with Hydro Pump...
