They are both based off of characters from a japenese myth, like most of naruto they are ripped off of something else
MK took Jiraiya, tsunade and Oro from a legend and modified it. Search legend of Jiraiya on Wikipedia or something.

o ok...well thats wierd...cuz they base 3 characters off a myth and then base 3 cahracters off of those characters....since sakura=tsunade/jiraiya=naruto/orochi=sasuke....
